Non-repatriation of export currency has become a core economic problem: imports of raw and intermediate goods — about 70 percent of Iran's imports — face financing trouble, and demand pressure destabilizes the currency market.
The Central Bank's foreign-exchange deputy reported 900 business-card holders who failed to meet over 15 billion dollars in currency commitments; just 15 of them account for roughly 6 billion dollars.
